Unter Investitionen "kurz vor der Fertigstellung" sind Vorhaben zu verstehen, deren Fertigstellung und Betrieb rentabler waren als die Einstellung der Bauarbeiten.

"Investments on the point of completion" means investments which it was more economic to complete and operate rather than stopping construction.
